In NTE, you can get the Youthful Fantasy S-Rank Liquid-type Arc by defeating the Black Tome boss for the first time.

To get The Book of Post-Adolescence Anomaly Commission, select any of the Wertheimer Tower and choose the “Anomaly Commission.”
There, in the ‘New Herland District’ section, you will find it. Select and make the commission active.
After that, head to the search area.
The Anomaly in the commission is Black Tome, and you can find her on the fourth floor of the building within the search area.
Now, you can either climb the building to reach the top or use the lift on the ground floor to reach the top.

Once you are at the top, head to the open room with the neon lights.
Interact with the Black Tome.
