In Genshin Impact, you can find the Snezhnaya Fishing Association NPC, Zherebtsov, at the above-marked location in the Morepesok POI.
Head there and talk to Zherebtsov.

- Iridescent Starbloom Fish x12
How to unlock Scepter of the Snow Angler King Fishing Rod

The second spot is located at the above-marked location in the Volkodlak Tundra region.
Head there, and you will find it.

Fishing spot 3
The third spot is also in the Volkodlak Tundra at the marked location above.
This one is not accessible from the get-go. If you read the Wooden Board near the frozen pond, you will learn that the fishing spot is frozen solid. And you should come back when the weather warms up.
Head to the nearby tent and talk to the NPC.
After you exhaust Linov’s dialogue, head back to the spot.
Attack and remove the ice from the pond.
