To solve the water pressure puzzle to obtain the Silo 28 Key, the Bigfoot Backpack Trophy, and the final Audio Log in the McMillan Reservoir Assault mission, you need to fix the pressure of the Blue, Green, and Yellow colored pipes.
For the Yellow Pipe, you can set the correct water pressure only after fixing the Fusebox on the right side by inserting the missing Fuse.

Where to find the Fuse in McMillan Reservoir Assault
In The Division 2, during the McMillan Reservoir Assault mission, you can find the Fuse on the platform below the radio tower.
From the Yellow Pipe Valve’s location, turn around and take the stairs.
Head towards the radio tower.
Take the stairs leading to the platform below. The gates to the area holding the Fuse should be open.
Go through it and collect the Fuse.
