You can find The Needle Legendary SMG at the above marked location in the National Park area.
Head there and climb on the container with the power generator. The one that you see in the above screenshot.
Once you are inside, power up the generator.
Next, grab the power cables and exit the container.
Take the power cable to the circuit box that I have marked in the above screenshot.
Attach the power cable to the switch box.
Doing so will open the garage door. It takes some time to open, and during that, you must fight off some infected.
Once the door is open, head inside and collect the loot in the room. Or, simply make your way towards the door on the other end of the room.
Pick the lock and unlock the door.
